Be it enacted by the General Assembly of Virginia:
1. §1. The Commonwealth, with approval of the Governor pursuant to §2.2-1150 of the Code of Virginia, is hereby authorized to lease to Smyth County for a term of three years, upon such other terms and conditions as may be agreed to by the parties, a parcel of land that is a portion of Tax Map Parcel 211-130-1, containing a building at 281 Bagley Circle known as the Rehabilitation Building, previously used by the Department of Behavioral Health and Developmental Services as the Southwestern Virginia Mental Health Institute. The conveyance shall be made without consideration.
§2. The terms of such conveyance shall include a budget allocation to complete basic refurbishment of the building in the amount of $2 million and the provision of liability insurance for the entire period of the lease.
§3. The conveyance shall be made in a form approved by the Attorney General. The appropriate officials of the Commonwealth are hereby authorized to prepare, execute, and deliver such deed and other documents as may be necessary to accomplish the conveyance.
2. That §§1 and 2 of Chapter 678 of the Acts of Assembly of 2019 are amended and reenacted as follows:
§1. The Commonwealth, with approval of the Governor pursuant
to §2.2-1150 of the Code of Virginia, is hereby authorized to convey to the
Mount Rogers Community Services Board, upon such terms and conditions as may be
agreed to by the parties, a parcel of land consisting of approximately 7.095
acres (a portion of Tax Map Parcel 221-130-1 211-130-1) in the northeast
corner of the campus, previously used by the Department of Behavioral Health
and Developmental Services as the Southwestern Virginia Mental Health
Institute. The conveyance shall be made without consideration.
§2. The Commonwealth, with approval of the Governor pursuant
to §2.2-1150 of the Code of Virginia, is hereby authorized to convey to Smyth
County, upon such terms and conditions as may be agreed to by the parties, a
parcel of land consisting of approximately 3.76 acres (a portion of Tax Map
Parcel 221-130-1 211-130-1),
containing a building and supporting parking currently leased to Smyth County.
The terms of such conveyance shall include the provision of heating to the
building by the Commonwealth for no more than two years at the current market
price for such services. The conveyance shall be made without consideration.
