AMENDMENT IN THE NATURE OF A SUBSTITUTE
(Proposed by the Senate Committee on Finance and Appropriations
on February 4, 2026)

A BILL to direct the Department of General Services to remove all Confederate monuments and memorials from Capitol Square and, in coordination with the Department of Historic Resources, to review the most appropriate options for the final disposition of certain state-owned property; report.
Be it enacted by the General Assembly of Virginia:
1. § 1. That the Department of General Services (the Department) shall remove all Confederate monuments and memorials from Capitol Square, including the General Thomas J. "Stonewall" Jackson statue, unveiled in 1875; the Governor William "Extra Billy" Smith statue, unveiled in 1906; and the Dr. Hunter Holmes McGuire statue, unveiled in 1904. The Department shall provide for transportation and storage of such monuments and memorials in the Department's facilities until such time as the Joint Committee on Rules and, subsequently, the General Assembly determine and direct the final disposition of such monuments and memorials.
§ 2. That the Department shall, in coordination with the Department of Historic Resources, review the most appropriate options for the final disposition of all monuments, memorials, and artifacts owned or in the possession of the Department, including those described in § 1. Such review shall evaluate (i) options involving temporary loans, transfers, and permanent sales of such monuments, memorials, and artifacts and (ii) a survey of how other states have treated Confederate monuments and memorials in government possession. The Department shall submit a report of its findings and any recommendations to the Joint Committee on Rules for review and approval no later than October 15, 2026.
