Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 30-19.1:11 as follows:

§30-19.1:11. Consideration of the Conference Committee Report on the Budget.

No legislative action may be taken on (i) committee amendments to the budget, (ii) any conference committee report on the budget, and (iii) any Governor's recommendations on the budget until each has been posted on the General Assembly's website for at least 72 hours. Each house may determine by a two-thirds vote to take legislative action on committee amendments to the budget, conference committee reports on the budget, and the Governor's recommendations before the 72-hour posting period.
