Be it enacted by the General Assembly of Virginia:

1. §1. That the service territory of the gas utility operated by the City of Richmond (the City's gas utility) shall consist of (i) the area within the limits of the City of Richmond, (ii) the area within the limits of Henrico County, and (iii) that portion of the area of Chesterfield County that is outside of the area of Chesterfield County in which Columbia Gas of Virginia, Inc., is authorized to furnish gas service pursuant to Certificate of Public Convenience and Necessity No. G-1g issued by the State Corporation Commission (Commission) on October 31, 2016, in Case No. PUE-2015-00042, which authorized area is designated on the map received by the Commission on October 26, 2016, and attached to such certificate, a copy of which is on file in the office of the clerk of the Commission.

§2. The designation of the service territory of the City's gas utility under §1 shall not affect (i) the right of the City's gas utility to provide gas utility service in any area that is outside of the City's gas utility's designated service territory or (ii) the right of a natural gas public utility to provide gas service within the City's gas utility's designated service territory, if such provision of gas utility service is authorized under any existing or future agreement between the City of Richmond and a natural gas public utility entered into under applicable law.
