Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 30-19.1:12 as follows:

§30-19.1:12. Consideration of the conference committee report on the biennial budget or general appropriation act.

No legislative action shall be taken on the conference committee report on the biennial budget or general appropriation act until the conference committee report has been posted on the General Assembly's website for at least [ 72  48 ] hours.
