Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 23.1-901.1 as follows:

§23.1-901.1. Programs of instruction; implementation of new programs of instruction; approval required.

A. As used in this section, "program of instruction" includes any degree program or other academic program of study offered at any public institution of higher education in the Commonwealth.

B. No public institution of higher education shall implement a new program of instruction or implement a new curriculum for an existing program of instruction without first obtaining the approval of the Council, the House Committee on Education, and the Senate Committee on Education and Health.
