Celebrating the life of Dr. Gloria Poarch Hagans.
 
Agreed to by the House of Delegates, March 5, 2024
 

WHEREAS, Dr. Gloria Poarch Hagans, a highly admired educator in Norfolk, died on September 11, 2023, surrounded by her loving family; and

WHEREAS, a native of Norfolk, Gloria Hagans was born on June 6, 1943, and was the eldest child of the late Earnest and Dollie Poarch; and

WHEREAS, Gloria Hagans graduated from Booker T. Washington High School in 1961 and subsequently received a bachelor's degree in history from Norfolk State University, a master's degree in social sciences from Old Dominion University, and a doctoral degree from Peabody School of Education at Vanderbilt University; and

WHEREAS, over the course of Gloria Hagans' career, she achieved many academic accomplishments and was often a trailblazer in her quest for lifelong learning; she was a gifted educator and author, who was passionate about youth education and excellence; and

WHEREAS, Gloria Hagans wrote the social studies textbook, Regions Near and Far (The World Around Us), approved for use in fourth-grade classrooms and was devoted to supporting and inspiring students until her retirement from Norfolk Public Schools in 2010 as executive administrator after 44 years of doing what she loved; and

WHEREAS, Gloria Hagans was a member of numerous community and professional organizations throughout her life, including the Norfolk Education Foundation, the Council of Great City Schools, the Norfolk Public Library Board of Trustees, the branch ambassador for the Janaf Branch Library and Jordan-Newby Anchor Branch Library, and the Attucks Cultural Center; and

WHEREAS, in addition, Gloria Hagans served on the Norfolk Sister City Association Board and was a scriptwriter and show host for Teaching Reading in the Content Areas at WHRO-TV; and

WHEREAS, Gloria Hagans received numerous community and professional service awards, including the Norfolk and Portsmouth Bar Association's Liberty Bell and the Norfolk Sister City Association's Citizen Diplomacy Award; and

WHEREAS, Gloria Hagans was an active member of the Norfolk Alumnae Chapter of Delta Sigma Theta Sorority, Inc., and the Norfolk Chapter of The Links, Inc.; and

WHEREAS, Gloria Hagans will be fondly remembered and greatly missed by numerous family members and friends; now, therefore, be it

RESOLVED, That the House of Delegates hereby note with great sadness the loss of Dr. Gloria Poarch Hagans, an accomplished and gifted educator and community servant; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Dr. Gloria Poarch Hagans as an expression of the House of Delegates' respect for her memory.
