HOUSE RESOLUTION NO. 206
Commending the Honorable Thomas Davis Rust.

Agreed to by the House of Delegates, March 10, 2016

WHEREAS, the Honorable Thomas Davis Rust, a consummate public servant who ably represented the residents of parts of the Counties of Fairfax and Loudoun as a former member of the Virginia House of Delegates and an accomplished civil engineer, was named a fellow of the prestigious American Institute of Certified Planners with the Class of 2016 for his achievements in urban planning; and

WHEREAS, a native of Front Royal, Thomas "Tom" Davis Rust has lived in the Town of Herndon for more than 50 years; he began a distinguished career in local government with the Herndon Planning Commission from 1971 to 1973, and he served as a member of the Herndon Town Council, beginning in 1971, until he became mayor in 1976; and

WHEREAS, Tom Rust served as Mayor of Herndon from 1976 to 1984 and 1990 to 2001, when he desired to be of further service to the Commonwealth and ran for election to the Virginia House of Delegates, where he represented the residents of parts of the Counties of Fairfax and Loudoun in the 86th District for seven terms; and

WHEREAS, during his 14-year tenure in state government, Tom Rust introduced and supported numerous important pieces of legislation, including the establishment of the Commonwealth Transportation Board, long-range transportation planning programs, and the historic, bipartisan transportation funding and reform package of 2013; and

WHEREAS, a civil engineer by trade, Tom Rust was well-served by his knowledge of education, transportation, and science, and he provided his leadership and expertise to the House Committees on Education, Science and Technology, and Commerce and Labor and as chair of the House Committee on Transportation; he also served on the Joint Commission on Transportation Accountability and was chair of the Joint Commission on Technology and Science; and

WHEREAS, Tom Rust was a diligent member of many other boards and commissions, and he earned countless awards and accolades for his loyal service to the residents of Herndon and all Virginians; he currently serves as vice chair of Pennoni Associates, a leading engineering and design firm; and

WHEREAS, a man of great integrity, Tom Rust has served the Commonwealth with the utmost professionalism, dedication, and distinction; now, therefore, be it

RESOLVED by the House of Delegates, That the Honorable Thomas Davis Rust, an exceptional public servant and respected civil engineer, hereby be commended on being named a fellow of the American Institute of Certified Planners with the Class of 2016; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Honorable Thomas Davis Rust as an expression of the House of Delegates' admiration for his contributions to the people of Fairfax County, Loudoun County, and the Commonwealth.
