HOUSE RESOLUTION NO. 147
Celebrating the life of the Reverend Titus Phillip Horton.
 
Agreed to by the House of Delegates, February 26, 2024
 

WHEREAS, the Reverend Titus Phillip Horton, an esteemed educator and faith leader and active and beloved member of the Richlands community, died on October 27, 2023; and

WHEREAS, after graduating from Bluefield State University and teaching for some time at a juvenile correctional center, Titus Horton answered the call to help establish Richlands Tabernacle Christian Academy in the mid-1970s and the school officially opened its doors in 1977; and

WHEREAS, from that year until his retirement in 2014, Titus Horton worked tirelessly to support the academic, social, emotional, and spiritual growth of his students, first in his capacity as high school supervisor and shortly thereafter as principal; and

WHEREAS, Titus Horton gave generously of his time through service in his community, including as chair of the Tazewell County Electoral Board and the Richlands Industrial Development Authority; and

WHEREAS, guided throughout his life by his deep and abiding faith, Titus Horton enjoyed worship and fellowship with his community at Richlands Tabernacle for many years; and

WHEREAS, following the death of his brother and close friend, the Reverend Ralph Horton, who was previously pastor of Richlands Tabernacle, Titus Horton assumed the great responsibility of leading his church's congregation and carried out this purpose for more than a decade with extraordinary grace, compassion, and strength; and

WHEREAS, Titus Horton had prepared for his role as pastor of Richlands Tabernacle through his past work as youth pastor at Keen Mountain Pentecostal Holiness Church in Oakwood from 1977 to 1982 and as co-pastor of Phelps Pentecostal Church in Phelps, Kentucky, in the early 1980s; he also notably served in recent years as vice president of the Free Pentecostal Church of God Association; and

WHEREAS, in every aspect of his life, Titus Horton exuded a servant's heart and was a source of inspiration, stability, and spiritual guidance to countless members of the Richlands community; and

WHEREAS, Titus Horton will be fondly remembered and dearly missed by his loving wife of 52 years, Carolyn Sue, and numerous other family members and friends; now, therefore, be it

RESOLVED, That the House of Delegates hereby note with great sadness the loss of the Reverend Titus Phillip Horton, a treasured member of the Richlands community whose kind and generous spirit made a profound impact on countless lives; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of the Reverend Titus Phillip Horton as an expression of the House of Delegates' respect for his memory.
