WHEREAS, local governments are under fiscal stress due to the current economy; and

WHEREAS, the ability to raise sufficient revenue to satisfy expenditure needs is a concern in local government financing; and

WHEREAS, collaboration among local governments in constructing capital facilities and providing operating services to their population would produce significant cost savings; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Joint Legislative Audit and Review Commission be directed to study the costs and benefits to the Commonwealth of providing financial and other incentives to localities that collaborate on capital facility construction projects and other operating services.

In conducting its study, the Commission shall study the financial impact to the state and to localities of providing financial and other incentives to localities that collaborate on capital facility construction projects and other operating services.

All agencies and local governments of the Commonwealth shall provide assistance to the Commission for this study, upon request.

The Commission shall complete its meetings by November 30, 2010, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2011 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
