Commending Paula Loomis.

WHEREAS, Paula Loomis, a Fellow of the American Institute of Architects, has been honored by the American Institute of Architects with the Award for Excellence in Public Architecture in 2024; and

WHEREAS, Paula Loomis's award recognizes architects, public officials, or other individuals who design distinguished public facilities and advocate for design excellence; and

WHEREAS, Paula Loomis contributed to public architecture by developing more than fifty facility standards for a wide range of federal agencies and military branches that have shaped the character, resilience, and long-term viability of tens of thousands of facilities; and

WHEREAS Paula Loomis worked for the three federal agencies with the largest portfolio of facilities and has advanced the government's sustainability and resilience strategies; and

WHEREAS, Paula Loomis served in the United States Air Force, including six years on active duty and 24 years as a reservist, serving in Operation Desert Storm in 1991, taking leadership roles such as the senior reservist to the Air Force Civil Engineer Center and base architect for Langley Air Force Base, and retiring with several merits and distinctions at the rank of colonel; and

WHEREAS, Paula Loomis served the Commonwealth as a member of the Secure and Resilient Commonwealth Panel; and

WHEREAS, Paula Loomis further served the Commonwealth by training scores of individuals through the American Institute of Architects (AIA) Safety Assessment Program, which teaches architects, engineers, building officials, and inspectors how to assess homes, buildings, and infrastructure for safety after a disaster; and

WHEREAS, Paula Loomis supported the architectural profession on the national level as a member of the AIA's board of directors, strategic council, board knowledge committee, and government advocacy committee, and she also served as a member of numerous AIA boards, councils, and committees at both the state and local levels; and

WHEREAS, Paula Loomis has been recognized for her accomplishments and achievements by being elevated to the AIA College of Fellows in 2007 and to the Society of American Military Engineers College of Fellows in 2013; and

WHEREAS, Paula Loomis has been recognized as a dedicated public servant and a model of the value of a lifetime of public and nonprofit service, practice, and leadership; and

WHEREAS, Paula Loomis continues her work as the director of research, senior planner, and senior architect for The Urban Collaborative, an interdisciplinary firm that pursues public architecture in the United States, Europe, and Asia; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Paula Loomis for receiving the American Institute of Architects' 2024 Award for Excellence in Public Architecture; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Paula Loomis as an expression of the General Assembly's admiration for her accomplishments and best wishes for her continued success.
