HOUSE JOINT RESOLUTION NO. 47
Commending the Ginter Park Residents' Association on the occasion of its 100th anniversary.

WHEREAS, the Ginter Park Residents' Association and enthusiastic members of the community celebrated their historic 100th anniversary in 2009; and

WHEREAS, the Ginter Park Residents' Association (GPRA) promotes the community of Ginter Park through a mission of defining, articulating, representing, and advancing the interests of its citizens with respect to public safety, education, social activities, and historical preservation; and

WHEREAS, Ginter Park was conceived and planned by Major Lewis W. Ginter, a Richmond industrialist and entrepreneur, in the late 19th century; after his death in 1897, Grace Arents, his niece and heiress, carried on his dream of establishing an idyllic, state-of-the-art community in northern Henrico County; and

WHEREAS, the GPRA was founded in 1909 by a group of dedicated citizens with the support of Grace Arents, who played an important role in the creation of the community and its institutions; and

WHEREAS, rare for neighborhood associations in 1909, the GPRA was unique in allowing female residents over 21 to have equal voting rights in the organization; some women were property owners and most were involved in education, beautification, and other issues; and

WHEREAS, incorporated as a town from 1912 to 1914, Ginter Park was then annexed by the City of Richmond; and

WHEREAS, the houses in Ginter Park are a variety of late 19th and early 20th century architectural styles ranging from the modest builders' cottages to large Colonial Revival mansions; and

WHEREAS, the GPRA hosts the Ginter Park Home and Garden Tour each year in May to showcase the community's many treasures, and in 2009 the tour had the theme En Plein Air that featured an artist in each garden painting the emerging spring color; and

WHEREAS, among its many activities, the GPRA sponsors programs to save and replace city trees in the neighborhood, maintains neighborhood watch and car patrols, and conducts spring clean-up and the "Seen from the Street" contest; and

WHEREAS, the annual GPRA's Grace Arents Award recognizes a person or institution that has significantly contributed to the association or to the neighborhood; and

WHEREAS, the theme of the GPRA centennial gala held on September 24, 2009, and the community's slogan for the future is Ginter Park—The Queen of Suburbs Yesterday, Today, & Tomorrow; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend and congratulate the Ginter Park Residents' Association on the occasion of its 100th anniversary; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Ginter Park Residents' Association as an expression of the General Assembly's gratitude to the organization's longtime commitment to the preservation of the beautiful neighborhood of Ginter Park.
