WHEREAS, Gilbert L. Carter, a respected civil servant, educator, and community leader in the City of Richmond, died on October 8, 2015; and WHEREAS, a lifelong resident of Richmond, Gilbert Carter graduated from Maggie Walker High School and earned a bachelor's degree from Morgan State University and a law degree from Howard University; and WHEREAS, a standout football player in high school and college, Gilbert Carter led the Maggie Walker High School football team to a state championship in 1962 and the Morgan State University Bears to an Orange Blossom Classic victory in 1965; and WHEREAS, Gilbert Carter inspired students as a law professor at what is now Virginia State University, director of university services at Virginia Union University, and assistant dean of student life at Virginia Commonwealth University; and WHEREAS, for many years Gilbert Carter sat on the organizing committee for the Gold Bowl, the rivalry game between Virginia Union University and Virginia State University; and WHEREAS, desirous to be of further service to his fellow residents, Gilbert Carter began a 25-year career in service to the City of Richmond; he served as deputy director of the Department of Parks, Recreation, and Community Facilities and as an energy administrator for the city; and WHEREAS, Gilbert Carter also worked to enhance the community as a member of several other boards and service organizations, including as a member of the Offender Aid and Restoration board and president of the Thebans Beneficial Club of Richmond; and WHEREAS, a man of deep and abiding faith, Gilbert Carter enjoyed fellowship and worship with the community as a longtime member of Fifth Baptist Church in Richmond; and WHEREAS, Gilbert Carter will be fondly remembered and greatly missed by his wife of 36 years, Joyce; children, Gilbert, Jr., Jana, and Ridgely, and their families; and numerous other family members and friends; now, therefore, be it RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Gilbert L. Carter, a dedicated civil servant and educator and active member of the Richmond community; and, be it RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Gilbert L. Carter as an expression of the General Assembly's respect for his memory. |
