HOUSE JOINT RESOLUTION NO. 423
Celebrating the life of James Elmore Clem.

WHEREAS, James Elmore Clem, an accomplished cartographer and businessman, esteemed public servant, and active and beloved member of the Leesburg community, died on January 26, 2024; and

WHEREAS, James "Jim" Elmore Clem devoted 37 years to the Defense Mapping Agency in Washington, D.C., serving as a cartographer program manager until his retirement from the agency in 1996; and

WHEREAS, Jim Clem subsequently became the owner of Colonial Funeral Home of Leesburg from 1996 to 2013, working tirelessly and with great compassion to assist the families he served in their time of need; since 2010, Jim Clem had served as vice president of business development at SCS Safety Health and Security Associates, LLC, of Leesburg; and

WHEREAS, Jim Clem was appointed to the Leesburg Town Council in 1987, was reelected in 1990, served as vice mayor from then until 1992, then was elected to mayor in 1992 and subsequently reelected to three more two-year terms; he also served his community as the Leesburg District representative on the Loudoun County Board of Supervisors from 2003 to 2007; and

WHEREAS, Jim Clem made an outsized impact on the Leesburg community as a life member and past president of the Leesburg Volunteer Fire Company, a life member of the Olive Branch Lodge No. 114 of the Ancient Free & Accepted Masons in Leesburg, and a member of the Leesburg Host Lions Club for many years; and

WHEREAS, Jim Clem remained an active and engaged member of his community after retiring to Murrells Inlet, South Carolina, in 2009, and enjoyed worship and fellowship with his community at Surfside United Methodist Church in Surfside Beach, South Carolina; and

WHEREAS, Jim Clem will be fondly remembered and dearly missed by his loving wife of 58 years, Connie Leigh; his daughter, Stacy; and numerous other family members and friends; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of James Elmore Clem, a cherished member and leader of the Leesburg community whose legacy of service is an inspiration to all who knew him; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of James Elmore Clem as an expression of the General Assembly's respect for his memory.
