HOUSE JOINT RESOLUTION NO. 322
Commending Chris Mamalis.

WHEREAS, on January 21, 2016, Chris Mamalis, a police officer first class with the Fairfax County Police Department, demonstrated extraordinary compassion and commitment to duty when he helped rescue a nine-year-old boy after he had fallen into a creek; and

WHEREAS, while driving to work that afternoon, Chris Mamalis saw a group of neighborhood children who appeared to be dragging another child; the children, who knew he was a neighbor and a police officer, flagged him down; and

WHEREAS, Chris Mamalis discovered that the boy whom the children were trying to help had fallen through the ice at a nearby creek; his sodden clothes were beginning to freeze, and the child was nearly unconscious and unresponsive; and

WHEREAS, Chris Mamalis recognized that the child was likely suffering from exposure; he put the boy in his vehicle, replaced the child's wet outer clothing with some of his own dry clothes, and turned up the heat in his vehicle; and

WHEREAS, Chris Mamalis then called for emergency medical assistance; first responders arrived at the scene and transported the boy to a hospital, where he was treated for non-life-threatening injuries; and

WHEREAS, once the child was en route to the hospital and the rescue crew had finished its work on site and had cleared Chris Mamalis at the scene, the police officer reported for work at the Fairfax County Police Department; and

WHEREAS, the attention to duty that Chris Mamalis demonstrated when he stopped to help a group of children exemplifies the bravery and dedication to service that law-enforcement officers throughout the Commonwealth exhibit whenever they are called on to assist people in need; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Chris Mamalis, a police officer first class with the Fairfax County Police Department, for his selfless efforts to aid a child in acute distress who had fallen into an icy creek; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Chris Mamalis, a police officer first class with the Fairfax County Police Department, as an expression of the General Assembly's respect and admiration for his exemplary devotion to duty and life-saving assistance to a child in urgent need of help.
