HOUSE JOINT RESOLUTION NO. 295
Commending the Honorable James E. Hume, Judge of the Petersburg Juvenile and Domestic Relations District Court, upon his retirement from the bench.

WHEREAS, James E. Hume served in the United States Naval Reserve from 1971 until he was honorably discharged in 1972; and

WHEREAS, James E. Hume attended Howard University Law School, where he earned a Juris Doctor degree in 1975; he began to practice law in 1977 as an associate with Poindexter and Poindexter Law Association; and

WHEREAS, James E. Hume served with the Offender Aid Restoration Program in 1980 and returned to the private practice of law in 1985 in the Richmond-Petersburg area, serving clients in civil and criminal cases; and

WHEREAS, later in 1985, James E. Hume was elected Commonwealth's Attorney for the City of Petersburg; he faithfully served the citizens of Petersburg in that capacity until his appointment in 1991 as Judge of the Juvenile and Domestic Relations District Court for the City of Petersburg and for the Counties of Dinwiddie, Amelia, Powhatan, and Nottoway, becoming the first African American to serve on that court; and

WHEREAS, James E. Hume has performed his duties as Judge of the Juvenile and Domestic Relations District Court for the City of Petersburg impartially and with distinction; and

WHEREAS, James E. Hume is a longstanding and respected member of the Old Dominion Bar Association, Virginia Juvenile Justice Association, Virginia Council of Juvenile Court Judges, Petersburg Bar Association, Petersburg Community Diversion Incentive Program, and Community Corrections Resources Board; and

WHEREAS, James E. Hume has been actively involved in many civic organizations seeking to benefit the community, including the Petersburg Adult Day Care Board of Directors, the Petersburg/Southside Branch of Big Brothers Big Sisters of America, the Southside Minority Business League, the Petersburg Commission on Community Relations, the Petersburg Jaycees, the Petersburg Salvation Army Advisory Committee, and as a founding member of the Petersburg Crime Prevention Foundation and Concerned Black Men of Petersburg, Inc.; and

WHEREAS, James E. Hume has received numerous awards and accolades, among them the Community Freedom Award in 2003, the Teacher of the Year Award from Tabernacle Baptist Church in 1996, the Petersburg Branch NAACP Outstanding Service Award in 1984, and the Petersburg Education Association Outstanding Service Award in 1984, and was named an Outstanding Young Man of America in 1984; and

WHEREAS, actively involved in Christian ministry, James E. Hume has served as a Sunday School teacher from 1987 to 2006, as a teacher and mentor to youth in Petersburg, and as Director of the Children's Church at Tabernacle Baptist Church in Petersburg; and

WHEREAS, James E. Hume, accepting the call to the pastoral ministry, prepared himself for service and earned a Master of Divinity degree in 2006 from the Samuel DeWitt Proctor School of Theology at Virginia Union University; and

WHEREAS, after honorably serving the people of the Commonwealth and the citizens of Petersburg as Judge of the Petersburg Juvenile and Domestic Relations District Court for nearly two decades, James E. Hume retired from the bench in December 2009 to devote himself wholly to full-time ministry; and

WHEREAS, wisdom, compassion, professionalism, and legal acumen have characterized the legal career of James E. Hume and, undoubtedly, these attributes will contribute to the success of his new endeavor; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend the Honorable James E. Hume, Judge of the Petersburg Juvenile and Domestic Relations District Court, upon his retirement from the bench; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Honorable James E. Hume as an expression of the General Assembly's deep respect and appreciation of his many years of faithful service to the people of the Commonwealth and the City of Petersburg, and its best wishes for many fruitful years of service in the pastoral ministry.
