HOUSE JOINT RESOLUTION NO. 240
Celebrating the life of John Spencer Kelly, Sr.

WHEREAS, John Spencer Kelly, Sr., a beloved public servant from Staunton, died December 28, 2009; and

WHEREAS, a native of North Carolina, John Kelly was born January 10, 1935, in Whitakers, North Carolina, the son of the late Charles Carr and Alberta (Denby) Kelly; and

WHEREAS, John Kelly proudly served his country for 14 years in the United States Air Force and married the love of his life, Shirley Kelly; they raised five wonderful children, Jody, Deana, John, and the late Starr and Kellie; and

WHEREAS, a beloved figure on campus, John Kelly worked for Mary Baldwin College for 20 years and retired as Director of Security and Safety; he spent countless hours ensuring the safety of the students and was well-known for his ready smile and friendly demeanor; and

WHEREAS, John Kelly also served the City of Staunton as a Staunton Police Reserve Officer for 21 years, where he was instrumental in helping the department fulfill its responsibilities to protect and serve the citizens of Staunton; and

WHEREAS, a respected community member, John Kelly served on various city commissions, where his opinions and thoughts were often sought; and

WHEREAS, an active man who loved to be around people, John Kelly continued to work during retirement for the Staunton Police Department as an administrative assistant; and

WHEREAS, John Kelly generously gave of his time and talents in the community as an active member of the Augusta Lions Club and a volunteer dispatcher with the Staunton-Augusta Rescue Squad; and

WHEREAS, John Kelly spent a lifetime in service to others and will be fondly remembered by his many friends for his sense of humor and compassionate nature; and

WHEREAS, John Kelly will be greatly missed by his loving wife of 43 years, Shirley; their children, Jody Trottier, Deana Stearns, and John Kelly, Jr., and their families; two stepdaughters, Linda and Christine, and their families; and numerous friends and admirers; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly mourn the passing of a dedicated and beloved public servant, John Spencer Kelly, Sr.; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of John Spencer Kelly, Sr., as an expression of the General Assembly's respect for his memory.
