HOUSE JOINT RESOLUTION NO. 227
Commending Colonel Robert C. Barrett, USA Ret.

WHEREAS, Colonel Robert C. Barrett, United States Army Retired, is commended for his receipt of a Bank of America Charitable Foundation Neighborhood Excellence Initiative Local Hero award; and

WHEREAS, the Bank of America Charitable Foundation Neighborhood Excellence Initiative Local Hero award honors community leaders who contribute significantly to the health of their neighborhood; the recipients direct a $5,000 donation from the Bank of America Charitable Foundation to an eligible nonprofit of their choice; and

WHEREAS, Colonel Barrett designated the Army Quartermaster Foundation, an organization he began volunteering with after a long and distinguished career in the United States Army, as the recipient of the donation; and

WHEREAS, the Army Quartermaster Foundation supports the U.S. Army Quartermaster Museum at Fort Lee, Virginia, in its educational mission; and

WHEREAS, Colonel Barrett has served as President of the Army Quartermaster Foundation since 2003; under his leadership, the Army Quartermaster Foundation has helped the U.S. Army Quartermaster Museum develop and expand an educational outreach program that supports the Virginia Standards of Learning; and

WHEREAS, during the first three years of the program, 18,000 children visited the Museum to learn about the history and role of the Quartermaster Corps in the United States Army; the program has been so successful that one school district has its third grade students visit every year and the college students interning suggested forming a Collegiate Advisory Board; and

WHEREAS, Colonel Barrett generously gives his time and talents to other organizations in the community, including American Legion Post 284, the Virginia War Memorial Foundation, the Military Officers Association of America (MOAA), the Post Tax Center, and McGuire Veterans Hospital; and

WHEREAS, Colonel Barrett is no stranger to volunteering wherever he is located; as a Lieutenant stationed in Alaska, he organized a unit Christmas party for needy children; and

WHEREAS, during his second tour in Vietnam, Colonel Barrett worked with his hometown to donate clothing and toys to an orphanage in Go Vap, RVN; and

WHEREAS, dedicated and devoted to his country and community, Colonel Barrett serves as an exemplary role model to all; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Colonel Robert C. Barrett, USA Ret., on his receipt of a Bank of America Charitable Foundation Neighborhood Excellence Initiative Local Hero award; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Colonel Robert C. Barrett, USA Ret., as an expression of the General Assembly's respect and admiration for Colonel Barrett's service to his nation and community.
