HOUSE JOINT RESOLUTION NO. 156
Commending Patsy Joyner.

WHEREAS, Patsy Joyner, who has been a tireless advocate for Paul D. Camp Community College for more than 30 years, will retire as its vice president for institutional advancement in January 2012; and

WHEREAS, as a young woman, Patsy Joyner realized the importance of education and pursued an associate's degree while working full time and taking classes four nights a week and on her lunch breaks, becoming a part of Paul D. Camp Community College's first graduating class; and

WHEREAS, Patsy Joyner continued to work full time while completing a bachelor's degree and two master's degrees from Old Dominion University and a doctorate from The College of William & Mary; and

WHEREAS, in 1980 Patsy Joyner joined Paul D. Camp Community College as an administrative assistant to the president and an adjunct teacher, becoming director of community and continuing education before she was named vice president for institutional advancement in 1995; and

WHEREAS, as vice president for institutional advancement, Patsy Joyner has enthusiastically promoted Paul D. Camp Community College on many fronts; she also serves as the executive director for the College Foundation, the primary government relations and grants officer and legislative liaison; and

WHEREAS, Patsy Joyner has cultivated positive working relationships with legislators, community leaders, fellow administrators, faculty, students, and staff while working cheerfully to advance the mission of Paul D. Camp Community College; and

WHEREAS, Patsy Joyner has played an important role in local community and business affairs, graciously donating her time and energy to serve on local boards; and

WHEREAS, Patsy Joyner has worked alongside business leaders in the community as the legislative chair for the Isle of Wight-Smithfield-Windsor Chamber of Commerce and vice president of public and governmental affairs and legislative chair of the Franklin-Southampton Area Chamber of Commerce; and

WHEREAS, in 2003 Patsy Joyner was inducted into the Virginia Community College System Hall of Fame for her numerous contributions; and

WHEREAS, an admired educational leader, Patsy Joyner has left an indelible imprint on Paul D. Camp Community College while serving as an inspiring role model for students as to the importance of hard work and education; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Patsy Joyner for her remarkable service to Paul D. Camp Community College on the occasion of her retirement; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Patsy Joyner as an expression of the General Assembly's admiration and gratitude for her commitment to Paul D. Camp Community College and higher education in the Commonwealth.
