Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 24.2-649.1 as follows:

§24.2-649.1. Persons providing assistance to voters.

It shall be unlawful for any person to provide assistance to more than two persons in the casting of their ballots pursuant to §§24.2-649 and 24.2-704 in a single election. This section shall not apply to a general or assistant registrar, the members of an electoral board, officers of election, or the staffs of a general registrar or electoral board.
