Be it enacted by the General Assembly of Virginia:

1. §1. That the Department of Social Services and the Department of Housing and Community Development (the Departments) shall convene a work group to study and develop recommendations for the implementation of an unaccompanied minor housing program. Such work group shall include relevant stakeholders as deemed appropriate by the Departments. In completing its work, the work group shall (i) determine the purpose of an unaccompanied minor housing program, (ii) determine which agency would be most appropriate to administer such program, (iii) determine what infrastructure is necessary to manage such program, and (iv) forecast the fiscal impact of such program. The work group shall report its findings and recommendations to the Governor and the Chairmen of the House Committee on Health, Welfare and Institutions and the Senate Committee on Rehabilitation and Social Services by December 1, 2024.
