Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 19.2-81.7 as follows:

§19.2-81.7. Power to arrest on property of owner.

A. Notwithstanding any other provision of law, no agent of the Commonwealth shall enter the property of another to remove the owner of such property or a family member of such person from such property without the consent of such owner or such owner's family member, unless such agent has probable cause to arrest for a felony violation of a criminal offense.

B. Notwithstanding any other provision of law, no agent of the Commonwealth shall enter the property of another to remove the owner of such property or a family member of such person from such property to enforce quarantine or other health policies.
