14100404D Be it enacted by the General Assembly of Virginia: 1. That the Code of Virginia is amended by adding in Article 4 of Chapter 3 of Title 32.1 a section numbered 32.1-92.3 as follows: §32.1-92.3. Crohn's disease, colitis, and irritable bowel syndrome; issuance identification cards; information to be made available on website. A. The Department shall develop a process for issuing, upon application, payment of a fee in an amount determined by the Board, and submission of evidence satisfactory to the Department indicating that the individual has been diagnosed by a health care provider as having (i) Crohn's disease, ulcerative colitis, or any other inflammatory bowel disease, (ii) irritable bowel syndrome, or (iii) any other medical condition that requires immediate access to a toilet facility, an identification card stating that the holder of such card has been diagnosed with Crohn's disease, ulcerative colitis, or any other inflammatory bowel disease, irritable bowel syndrome, or any other medical condition that requires immediate access to a toilet facility and that, as a result, the individual may require emergency access to restroom facilities due to his medical condition. Such cards shall also include a statement that information about the diseases and conditions listed in clauses (i), (ii) or (iii), the symptoms and treatment thereof, the need of individuals diagnosed with a disease or condition listed in clauses (i), (ii) or (iii), and the purpose of identification cards issued to individuals diagnosed with a disease or condition listed in clauses (i), (ii), or (iii) is available on the Department's website, together with information about how to access such website. B. The Department shall develop and make available to the public information about Crohn's disease, ulcerative colitis, or any other inflammatory bowel disease, irritable bowel syndrome, or any other medical condition that requires immediate access to a toilet facility, including information about the symptoms of and treatment options for Crohn's disease, ulcerative colitis, or any other inflammatory bowel disease, irritable bowel syndrome, or any other medical condition that requires immediate access to a toilet facility; the need for emergency access to restroom facilities for individuals with Crohn's disease, ulcerative colitis, or any other inflammatory bowel disease, irritable bowel syndrome, or any other medical condition that requires immediate access to a toilet facility; and the issuance of identification cards for individuals with Crohn's disease, ulcerative colitis, or any other inflammatory bowel disease, irritable bowel syndrome, or any other medical condition that requires immediate access to a toilet facility. C. The Department may enter into an agreement with a public or private entity for the issuance of identification cards in accordance with subsection A. |
