Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding in Article 7 of Chapter 3 of Title 46.2 a section numbered 46.2-345.1 as follows:

§46.2-345.1. Licenses, etc., to be produced by Department in local facilities.

All driver's licenses, special identification cards, and any other documents that are issued by the Department and include a photograph of the person to whom they are issued shall be produced by Department personnel in local facilities controlled by the Department and shall not be produced or manufactured by businesses or other entities outside the Department.
