Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 24.2-613.1 as follows:
§ 24.2-613.1. Absentee ballot security measures; watermark.
Any ballot mailed to a voter pursuant to § 24.2-706 shall be printed on security paper that incorporates a visible watermark that identifies the ballot as an official ballot in a manner that preserves the absolute secrecy of the ballot.
