Be it enacted by the General Assembly of Virginia:

1. §1. That the Department of Transportation shall convene a work group with relevant stakeholders to develop a process for localities in Planning District 8 to plan, prioritize, and implement quick-build traffic calming projects to address safety issues in school crossing zones, as defined in §46.2-873 of the Code of Virginia, located on highways with a speed limit of 35 miles per hour or greater. Such stakeholders shall include representatives from each locality in Planning District 8. Such quick-build traffic calming projects shall include those projects that use low-cost materials such as paint, signs, pavement markings, plastic bollards, and movable planters to tighten intersections, narrow travel lanes, calm traffic, and create more space and visibility for people walking and biking. Such work group shall complete its work by November 30, 2024, and report its findings to the Chairmen of the House and Senate Committees on Transportation.
