HOUSE BILL NO. 1530 Offered January 9, 2013 Prefiled January 3, 2013 A BILL to amend and reenact §5.6 of Chapter 912 of the Acts of Assembly of 1993, which provided a charter for the City of Manassas Park, relating to schools. ---------- Patron-- Marshall, R.G. ---------- Committee Referral Pending ----------

Be it enacted by the General Assembly of Virginia:

1.  That §5.6 of Chapter 912 of the Acts of Assembly of 1993 is amended and reenacted as follows:

§5.6. School division and school board.

A. The City of Manassas Park shall constitute a separate school division. The school board shall consist of five members, appointed by the Governing Body, and the terms are to be for a period of three years.

B. Upon the occurrence of the following triggering events, the school board shall be authorized to set the school calendar and determine the opening date of the school year:

1. The number of Advanced Placement exams taken by high school students is greater than or equal to 35 percent of the total high school student body; and

2. a. The percentage of students qualifying for and receiving free or reduced price meals divisionwide is equal to or greater than either (i) 50 percent of the divisionwide student body or (ii) 10 percent more than the statewide composite percentage; or

b. The percentage of students receiving English for speakers of other languages (ESOL) services divisionwide is equal to or greater than (i) 30 percent of the divisionwide student body or (ii) five percent more than the statewide composite percentage.
