HOUSE BILL NO. 1105 AMENDMENT IN THE NATURE OF A SUBSTITUTE (Proposed by the Senate Committee on Finance and Appropriations on March 4, 2024) (Patron Prior to Substitute--Delegate Carr) A BILL to direct the Department of Housing and Community Development to convene a work group to evaluate zoning laws and by-right development.

Be it enacted by the General Assembly of Virginia:

1. §1. That the Department of Housing and Community Development (the Department) shall convene a work group for the purpose of evaluating zoning laws and regulations that allow for by-right development. In conducting its evaluation, the work group shall consult relevant stakeholders and conduct research on (i) the zoning laws and regulations implemented by other states that allow for by-right development and the effectiveness thereof and (ii) relevant considerations for potential by-right development implementation in the Commonwealth. The Department shall submit a report of the work group's findings to the Chairmen of the House Committee on Counties, Cities and Towns, the House Committee on Appropriations, the Senate Committee on Local Government, and the Senate Committee on Finance and Appropriations by December 1, 2024.
