| WHEREAS, The Senate of the State of Texas is pleased to | ||
| recognize Dr. Walter Penk for his 60 years of exceptional service | ||
| to the nation's veterans; and | ||
| WHEREAS, Through years of practice and research, Dr. Penk | ||
| has had a profound impact on the lives of countless people; his | ||
| work has revolutionized the way society thinks about and treats | ||
| such conditions as post-traumatic stress disorder, addictive | ||
| disorders, homelessness, and mental illness among veterans; and | ||
| WHEREAS, He began his career as a mentor and teacher during | ||
| the Eisenhower administration; in 1962, he joined the United | ||
| States Department of Veterans Affairs, where he remained until | ||
| his retirement in 2003; he continues to serve as an instructor at | ||
| Texas A&M University and remains active through his work with a | ||
| wide range of review and administrative boards responsible for | ||
| treating veterans of recent conflicts; and | ||
| WHEREAS, Dr. Penk has been instrumental in shifting | ||
| treatment for mental disorders from repeated hospitalizations to | ||
| an emphasis on functional recovery, community integration, and | ||
| the psychosocial benefits of education and employment; his | ||
| research was among the first to empirically demonstrate that | ||
| outpatient services are more effective than inpatient | ||
| hospitalization; and | ||
| WHEREAS, Dr. Penk has contributed immeasurably to the | ||
| study of psychology as it relates to veterans, and he is truly | ||
| deserving of special recognition; now, therefore, be it | ||
| RESOLVED, That the Senate of the State of Texas, 85th | ||
| Legislature, hereby commend Dr. Walter Penk on his exceptional | ||
| achievements in the field of mental illness treatments for | ||
| veterans and extend to him best wishes for continued success in | ||
| all his endeavors; and, be it further | ||
| RESOLVED, That a copy of this Resolution be prepared for | ||
| him as an expression of high regard from the Texas Senate. | ||
