SENATE RESOLUTION NO. 699
         WHEREAS, The retirement of Dr. Emily F. Cutrer as
  president of Texas A&M University-Texarkana at the end of the
  2022-2023 school year offers a fitting opportunity to recognize
  her for her decade of outstanding service; and
         WHEREAS, Since her appointment in 2013, Dr. Cutrer has
  worked tirelessly to develop TAMUT as a dynamic regional
  comprehensive university; she has helped to increase the
  school's scholarship endowment by more than $2 million and to
  secure over $10 million in additional state funding for the
  Better East Texas Initiative, which supports high-need,
  high-demand degree programs in such fields as nursing,
  mechanical engineering, social work, and physical therapy; in
  addition, the campus established its first stand-alone doctoral
  degree; and
         WHEREAS, Over the course of her tenure, the Patterson
  Student Center as well as the Building for Academic and Student
  Services have been completed, and the $45 million Business,
  Engineering, and Technology building is scheduled to open in
  2026; moreover, student athletics programs have benefited from
  the affiliation with the Red River Athletic Conference of the
  National Association of Intercollegiate Athletics; along the
  way, Dr. Cutrer has shared her time and expertise in key roles
  with a number of local civic organizations; and
         WHEREAS, Before joining TAMUT, Dr. Cutrer served
  California State University, San Marcos, as provost and vice
  president for academic affairs, and she was dean of the New
  College of Interdisciplinary Arts and Sciences at Arizona
  State University West; she earned her bachelor's, master's,
  and doctoral degrees from The University of Texas at Austin,
  where she began her career; among her numerous honors, she has
  received the NAACP's Benjamin Davis Leadership Award, and the
  TAMU board of regents has bestowed upon her the title of
  President Emerita; and
         WHEREAS, Through her dedication, expertise, and visionary
  leadership, Dr. Cutrer has played a vital role in advancing the
  proud legacy of Texas A&M University-Texarkana, and her
  achievements will continue to be appreciated for years to come;
  now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 88th
  Legislature, hereby commend Dr. Emily F. Cutrer for her service
  as president of Texas A&M University-Texarkana and extend to her
  sincere best wishes for the future; and, be it further
         RESOLVED, That an official copy of this Resolution be
  prepared for Dr. Cutrer as an expression of high regard from the
  Texas Senate.
