| WHEREAS, The Senate of the State of Texas is pleased to | ||
| recognize Texas Ranger Chief Antonio Leal on the occasion of his | ||
| retirement from the Texas Department of Public Safety on March | ||
| 31, 2011, after 27 years of loyal service; and | ||
| WHEREAS, Antonio "Tony" Leal joined the Texas Department | ||
| of Public Safety in 1984; as a highway patrol trooper stationed | ||
| in Fort Bend County, he led his area in criminal apprehensions; | ||
| he was honored with the Houston Area 100 Club Officer of the Year | ||
| award and received many letters and other commendations for his | ||
| exemplary service; he became a sergeant in 1991 and served in San | ||
| Antonio; and | ||
| WHEREAS, He was promoted to Texas Ranger in 1994 with | ||
| Company A in Houston and later served with Company D in San | ||
| Antonio; he was named to the newly formed Unsolved Crimes | ||
| Investigation Unit in 2000 and successfully solved the unit's | ||
| first cold murder case; he was promoted to lieutenant and then to | ||
| commander of the Rangers' Cold Case Squad; he was promoted to | ||
| company commander in Houston in 2005; and | ||
| WHEREAS, Chief Leal was promoted to the highest rank of the | ||
| Texas Rangers in 2008; he was the first Hispanic officer to | ||
| become chief of the Texas Rangers and the youngest person to hold | ||
| the job at the time; during his watch, he oversaw the state's most | ||
| complex and major investigations, border security operations, | ||
| public corruption cases, and special tactical resources; he | ||
| created the department's first full-time Special Weapons and | ||
| Tactics team; and | ||
| WHEREAS, Throughout his tenure with the Texas Department | ||
| of Public Safety, Chief Leal exhibited outstanding leadership | ||
| and professionalism; his steadfast efforts on behalf of the | ||
| public and the state have earned him the lasting respect and | ||
| admiration of all who have had the privilege of knowing him and | ||
| working with him; now, therefore, be it | ||
| RESOLVED, That the Senate of the State of Texas, 82nd | ||
| Legislature, hereby commend Texas Ranger Chief Antonio Leal for | ||
| his many years of dedicated service to the citizens of Texas and | ||
| extend to him best wishes in all his future endeavors; and, be it | ||
| further | ||
| RESOLVED, That a copy of this Resolution be prepared for | ||
| him as an expression of high regard from the Texas Senate. | ||
