SENATE RESOLUTION NO. 626
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Texas Ranger Chief Antonio Leal on the occasion of his
  retirement from the Texas Department of Public Safety on March
  31, 2011, after 27 years of loyal service; and
         WHEREAS, Antonio "Tony" Leal joined the Texas Department
  of Public Safety in 1984; as a highway patrol trooper stationed
  in Fort Bend County, he led his area in criminal apprehensions;
  he was honored with the Houston Area 100 Club Officer of the Year
  award and received many letters and other commendations for his
  exemplary service; he became a sergeant in 1991 and served in San
  Antonio; and
         WHEREAS, He was promoted to Texas Ranger in 1994 with
  Company A in Houston and later served with Company D in San
  Antonio; he was named to the newly formed Unsolved Crimes
  Investigation Unit in 2000 and successfully solved the unit's
  first cold murder case; he was promoted to lieutenant and then to
  commander of the Rangers' Cold Case Squad; he was promoted to
  company commander in Houston in 2005; and
         WHEREAS, Chief Leal was promoted to the highest rank of the
  Texas Rangers in 2008; he was the first Hispanic officer to
  become chief of the Texas Rangers and the youngest person to hold
  the job at the time; during his watch, he oversaw the state's most
  complex and major investigations, border security operations,
  public corruption cases, and special tactical resources; he
  created the department's first full-time Special Weapons and
  Tactics team; and
         WHEREAS, Throughout his tenure with the Texas Department
  of Public Safety, Chief Leal exhibited outstanding leadership
  and professionalism; his steadfast efforts on behalf of the
  public and the state have earned him the lasting respect and
  admiration of all who have had the privilege of knowing him and
  working with him; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 82nd
  Legislature, hereby commend Texas Ranger Chief Antonio Leal for
  his many years of dedicated service to the citizens of Texas and
  extend to him best wishes in all his future endeavors; and, be it
  further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of high regard from the Texas Senate.
