| WHEREAS, The Senate of the State of Texas is pleased to | ||
| recognize Stafford Mayor Leonard Scarcella, members of the | ||
| Stafford City Council, and Stafford residents for their success | ||
| in establishing a 100 percent local property tax abatement; and | ||
| WHEREAS, Leonard Scarcella has served as mayor of Stafford | ||
| since 1969 and is one of the longest-serving mayors in the | ||
| nation; in 1995, he prioritized the elimination of local property | ||
| taxes for homeowners and businesses and was met with support from | ||
| city council members who voted for the measure and from citizens | ||
| who participated in the discussion of how to best facilitate the | ||
| transition; and | ||
| WHEREAS, For the last 22 years, the city has managed all | ||
| public spending through the municipal sales tax fund and has met | ||
| the needs of the community without incurring additional debt; the | ||
| city's innovative approach to fiscal management has led to a | ||
| notable increase in cash resources and has saved residents and | ||
| businesses thousands of dollars in taxes each year; and | ||
| WHEREAS, The tax abatement led to an era of development in | ||
| Stafford, and the city continues to attract new businesses and | ||
| homeowners that contribute to its flourishing economy; local | ||
| administrators and residents can indeed take pride in their | ||
| long-term success; now, therefore, be it | ||
| RESOLVED, That the Senate of the State of Texas, 85th | ||
| Legislature, hereby commend Mayor Leonard Scarcella, the members | ||
| of the Stafford City Council, and Stafford residents for their | ||
| diligent efforts to ensure a bright and prosperous future for | ||
| their community and extend to them best wishes for continued | ||
| success; and, be it further | ||
| RESOLVED, That a copy of this Resolution be prepared for | ||
| the city as an expression of esteem from the Texas Senate. | ||
