SENATE RESOLUTION NO. 574
In Memory
of
Howard Vance Rose Jr.
WHEREAS, The Senate of the State of Texas joins the
citizens of Austin in mourning the loss of Howard Vance Rose Jr.,
who died March 29, 2017, at the age of 86; and
WHEREAS, Howard Rose was born on October 25, 1930, in
Nashville, Tennessee; he graduated from Arlington Heights High
School in Fort Worth, and he attended Texas Christian University
for two years; and
WHEREAS, Howard transferred to The University of Texas at
Austin to complete his undergraduate studies and was active in
the Kappa Sigma fraternity; he earned a degree from The
University of Texas School of Law in 1953, and after law school,
he served with distinction as an officer in the United States
Army Judge Advocate General Corps; and
WHEREAS, Mr. Rose began a career in private practice at
Stubbeman, McRae, Sealy, and Laughlin in Midland; he left the
practice in 1962 to serve as chief of staff for Texas
Governor-elect John B. Connally, and he helped the governor shape
and secure landmark legislation that advanced higher education
in Texas; and
WHEREAS, In 1967, Howard joined the Austin law firm of
Brown, Sparks and Erwin, which later became Brown, Maroney, Rose,
Baker and Barber, and he practiced law with the firm for the
duration of his career and to the end of his life; in 2000, the
firm honored him by establishing the Howard Vance Rose Jr.
Endowed Presidential Scholarship at The University of Texas
School of Law; and
WHEREAS, Mr. Rose was a distinguished resident of the
Austin community who contributed to numerous civic and community
organizations; he served as chairman of the board of trustees of
the Southwest Texas Public Broadcasting Council and as chairman
of the board of directors of the Capital of Texas Public
Telecommunications Council; he was led in all things by his
faith, and he served as a deacon and as an elder at Westminster
Presbyterian Church; and
WHEREAS, Howard Rose shared 57 years of marriage with the
late Patsy Ann Patteson, and they were blessed with three
children, five grandchildren, and two great-grandchildren; he
was beloved by many, and he leaves behind memories that will long
be cherished by all who were privileged to share in his life; now,
therefore, be it
RESOLVED, That the Senate of the State of Texas, 85th
Legislature, hereby extend sincere condolences to the bereaved
family of Howard Vance Rose Jr.; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
his family as an expression of deepest sympathy from the Texas
Senate and that when the Senate adjourns this day, it do so in
memory of Howard Rose Jr.
