SENATE RESOLUTION NO. 481
In Memory
of
Charles Heimsath
WHEREAS, The Senate of the State of Texas honors and
commemorates the life of Charles Heimsath, who died on
March 10, 2025, at the age of 74; and
WHEREAS, Born on July 23, 1950, Charles Heimsath was an
esteemed Austinite and a highly regarded figure in the
residential and commercial real estate industries in Austin and
throughout Central Texas; he led a full and rewarding life that
was grounded in his steadfast devotion to his family, his
friends, and his community, and he was guided in all things by his
unwavering Christian faith; and
WHEREAS, Charles earned a master's degree in community and
regional planning from The University of Texas, and he developed
a reputation for excellence in the industry during tenures in key
roles at the Rice Center in Houston and with the appraisal firm of
R. Robinson and Associates in Austin; he went on to serve as
president of Capitol Market Research and gained widespread
renown as an expert in residential and commercial real estate
research, development feasibility, land use economics, and
market analysis; and
WHEREAS, Charles' uncompromising integrity along with his
vast knowledge and expertise made him a trusted source to
developers, builders, city leaders, urban planners, and other
entities throughout his long and distinguished career; he helped
to guide multiple waves of mixed-use real estate development in
Central Texas, and he played an instrumental role in downtown
Austin's building boom over the past 25 years; his remarkable
insight, research, and vision helped to shape numerous landmark
projects in Austin, among them the Mueller redevelopment, the
Waterloo Greenway, Waller Creek, and the city's light-rail
project; and
WHEREAS, Charles regarded Austin with great affection, and
he graciously dedicated his time, energy, and talents to help the
capital city address its challenges; he was active with numerous
civic task forces as well as the Downtown Austin Alliance and the
Urban Land Institute, and he was a well-respected board member for
the Central Texas Regional Mobility Authority for many years; and
WHEREAS, Charles shared more than four decades of
marriage with his cherished wife, Christy, and they found
great joy and fulfillment in traveling together and in sharing
meals and fond memories at family gatherings and with friends;
he was a devoted husband and a loving and attentive father and
grandfather, and above all, he valued quality time spent
together with his family; and
WHEREAS, A man of wisdom, compassion, and strength,
Charles Heimsath was a source of inspiration to his loved ones,
and he set a shining example to others through his deep
commitment to his family and his community; he was widely
respected and admired, and his exceptional legacy of
professional achievement and civic service will continue to make
a positive impact in the Lone Star State long into the future;
now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 89th
Legislature, hereby extend sincere condolences to the bereaved
family of Charles Heimsath; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
his family as an expression of deepest sympathy from the Texas
Senate and that when the Senate adjourns this day, it do so in
memory of Charles Heimsath.
