SENATE RESOLUTION NO. 459
WHEREAS, The Senate of the State of Texas is pleased to
recognize Thomas Michael Browning, who retired as director of
aviation at Valley International Airport after 34 years of
leadership in the airport industry; and
WHEREAS, Michael Browning began his aviation career after
graduating from The University of Texas of the Permian Basin; he
served in managerial positions at airports in Victoria and
McAllen, and in 1989, he accepted the position of assistant
director of aviation at Valley International Airport in Harlingen;
he served as director of aviation from 1999 through 2014; and
WHEREAS, During his years of leadership at Valley
International Airport, Mr. Browning led the efforts to construct
the terminal building and to establish a ground-handling
department to serve air carriers; he also oversaw the building of
an on-site customs office to facilitate private aircraft and
inbound cargo; and
WHEREAS, He was an invaluable asset to the airport and is
respected and admired by members of the Harlingen community; he
helped set a course for future growth and success at Valley
International Airport, and his presence is greatly missed; now,
therefore, be it
RESOLVED, That the Senate of the State of Texas, 84th
Legislature, hereby commend Thomas Michael Browning on his
exemplary career with Valley International Airport and extend to
him best wishes in all his future endeavors; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
him as an expression of esteem from the Texas Senate.
