| WHEREAS, The Senate of the State of Texas is pleased to | ||
| recognize Ralph Cervantes for his many contributions to the field | ||
| of health management; and | ||
| WHEREAS, Ralph Cervantes served the nation with | ||
| distinction in the United States Army and the United States Army | ||
| Reserve for 20 years as a behavioral science specialist and | ||
| combat medic; a native of San Antonio, he served in Operation | ||
| Desert Storm and Operation Desert Shield, and he earned a | ||
| sociology degree from The University of Texas at San Antonio | ||
| after his retirement from military service; and | ||
| WHEREAS, In 1992, he joined the staff of the San Antonio | ||
| Health District as a health program specialist, and he became | ||
| active in case management for patients with HIV/AIDS; he went on | ||
| to serve with the Texas Department of State Health Services/Texas | ||
| Health Steps Program, and he played a major role in the 1996 | ||
| creation of the Provider Relations Outreach Meeting program, or | ||
| PROM, a collaborative effort which has become an integral part of | ||
| the state's provision of care to Medicaid beneficiaries; and | ||
| WHEREAS, After retiring in 2018 from a position with | ||
| Community First Health Plans, Mr. Cervantes has continued to | ||
| serve PROM as a volunteer; he works tirelessly to ensure that its | ||
| annual conference contributes to the common good and well-being | ||
| of the people of Texas; and | ||
| WHEREAS, Ralph Cervantes has had a significant impact on | ||
| the delivery of health care in our state, and it is truly fitting | ||
| that he receive special recognition for his efforts; now, | ||
| therefore, be it | ||
| RESOLVED, That the Senate of the State of Texas, 86th | ||
| Legislature, hereby commend Ralph Cervantes on his many | ||
| achievements in the field of health management and extend to him | ||
| best wishes for continued success in all his endeavors; and, be | ||
| it further | ||
| RESOLVED, That a copy of this Resolution be prepared for | ||
| him as an expression of esteem from the Texas Senate. | ||
