| WHEREAS, The Senate of the State of Texas is pleased to | ||
| recognize Judge J. A. Garcia Jr. for his many years of | ||
| outstanding service to the people of South Texas; and | ||
| WHEREAS, J. A. Garcia Jr. is a native of Brownsville and a | ||
| graduate of Texas A&I University; over the course of a long and | ||
| distinguished career in public service, he served with wisdom, | ||
| professionalism, and a deep commitment to making improvements to | ||
| the communities of South Texas and to the lives of its citizens; and | ||
| WHEREAS, He was elected in 1968 to the Texas House of | ||
| Representatives at a time when few Hispanic citizens held | ||
| elective office in Texas; during his tenure in the House, he was a | ||
| member of the Committee on State Affairs and introduced bills | ||
| that created a stamp for hunting white-winged doves and that | ||
| established Texas A&I University at Corpus Christi, for which he | ||
| later served as chief fiscal officer; and | ||
| WHEREAS, He went on to serve for 28 years as county judge of | ||
| Kenedy County; under his leadership, the county acquired | ||
| property and constructed the Justice Building, made improvements | ||
| to its historic courthouse, and introduced policies that | ||
| provided retirement and hospitalization benefits to county | ||
| employees; and | ||
| WHEREAS, The owner and manager of the JASA Ranch, Judge | ||
| Garcia has also been active in a wide range of community | ||
| organizations, including the Coastal Bend American Red Cross, | ||
| the Raymondville Chamber of Commerce, the John G. Kenedy Memorial | ||
| Foundation, and the Lower Rio Grande Valley Development Council; | ||
| it is truly fitting that he receive special recognition for his | ||
| exceptional achievements; now, therefore, be it | ||
| RESOLVED, That the Senate of the State of Texas, 86th | ||
| Legislature, hereby commend Judge J. A. Garcia Jr. on his many | ||
| contributions to the well-being and prosperity of South Texas and | ||
| extend to him best wishes for continued success in all his | ||
| endeavors; and, be it further | ||
| RESOLVED, That a copy of this Resolution be prepared for | ||
| him as an expression of esteem from the Texas Senate. | ||
