SENATE RESOLUTION NO. 16
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Richard L. Rothfelder on the occasion of his retirement
  as mayor of the City of Southside Place after many years of loyal
  service to the city; and
         WHEREAS, Mayor Richard Rothfelder has a long history of
  service to the city and the community; he served on the Southside
  Place City Council from 1993 to 1999, and he has served as mayor
  since then; he is past president of the Harris County Mayors and
  Councils Association and the West University Elementary School
  Foundation; and
         WHEREAS, He graduated with distinction in 1976 from the
  University of Kansas, where he was a member of Phi Beta Kappa and
  a Summerfield Scholar; in 1979, he graduated cum laude from the
  University of Houston Law School, where he served on the Houston
  Law Review and the Order of the Barons; and
         WHEREAS, Board certified in civil trial law by the Texas
  Board of Legal Specialization since 1989, Mr. Rothfelder has
  handled numerous trials and appeals in state, administrative,
  and federal courts, and he has a wealth of experience in the areas
  of business litigation and governmental regulation; and
         WHEREAS, Richard L. Rothfelder has brought his
  considerable talents to bear in his 12 years of service as mayor,
  and the citizens of Southside Place will long reap the benefits
  of his visionary leadership; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 82nd
  Legislature, 1st Called Session, hereby commend Mayor Richard L.
  Rothfelder for his exemplary public service and extend to him
  best wishes for the future; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of esteem from the Texas Senate.
