WHEREAS, The Senate of the State of Texas is pleased to | ||
recognize Rudy Villarreal, who is retiring as mayor after 32 | ||
years of exceptional public service to the people of Alamo; and | ||
WHEREAS, A native of Alamo, Mayor Villarreal attended | ||
schools in the Pharr-San Juan-Alamo Independent School District | ||
and earned varsity letters in football and track; he married | ||
Oralia Torres Villarreal in 1956, and together, the couple raised | ||
eight children; and | ||
WHEREAS, He served with honor and distinction for 23 years | ||
in the United States Navy, serving during both the Korean War and | ||
the Vietnam War; he earned numerous citations and medals during | ||
his military service, including the Korean Service Medal and the | ||
Vietnam Campaign Medal; and | ||
WHEREAS, Following his military service, he returned to his | ||
hometown to begin a career in public service; he was first appointed | ||
to the Alamo Housing Authority and then to the Planning and Zoning | ||
Commission before gaining elective office as mayor in 1983; and | ||
WHEREAS, He served as mayor until 1991, and he also served | ||
as city manager; he was elected as a city commissioner in 1992, | ||
and in 1995 he was reelected as mayor; he has fulfilled the duties | ||
of that office with honor and distinction since that time; and | ||
WHEREAS, During his tenure as a city leader, Alamo's | ||
population has more than tripled, and he played an important role | ||
in bringing a wide array of businesses to the city and in taking | ||
the city's budget from a deficit to a sizeable surplus; his | ||
efforts have been invaluable in making Alamo an exceptional place | ||
in which to live, work, and raise a family; now, therefore, be it | ||
RESOLVED, That the Senate of the State of Texas, 82nd | ||
Legislature, hereby commend Rudy Villarreal on his outstanding | ||
service to the people of Alamo and extend to him best wishes for | ||
continued success in all his future endeavors; and, be it further | ||
RESOLVED, That a copy of this Resolution be prepared for | ||
him as an expression of esteem from the Texas Senate. | ||
