SENATE RESOLUTION NO. 114
 
 
  In Memory
  of
  John Baylor Van Vranken McKinney
 
         WHEREAS, The Senate of the State of Texas honors and
  commemorates the life of John Baylor Van Vranken McKinney, who
  died January 15, 2011, at the age of 70; and
         WHEREAS, John Baylor Van Vranken McKinney was born January
  10, 1940, in Spokane, Washington; and
         WHEREAS, He was active in the Order of DeMolay as a young
  man, had served as Master Councilor of the Salt Lake Chapter, and
  was inducted into the Order of Chevaliers; he graduated from the
  University of Utah in 1961 with a bachelor's degree in political
  science; and
         WHEREAS, Following his graduation, he joined the United
  States Army and served with distinction until his retirement in
  1988 as deputy director of the Air Defense Artillery Patriot
  Department with the rank of lieutenant colonel; and
         WHEREAS, After his retirement from military service, he
  devoted his life to volunteering for various causes; he served as
  a reserve deputy sheriff before becoming a chief deputy
  constable, and he was an advocate for veterans' rights and served
  in leadership positions with the American Legion and the National
  Association for Uniformed Services; and
         WHEREAS, He also worked as a special advisor to the Society
  of Military Widows and as a service officer for the Disabled
  American Veterans, and he volunteered his services to the El Paso
  Veterans Affairs Health Care System; and
         WHEREAS, A man of courage, strength, and compassion, he
  gave unselfishly to others, and his wisdom, warmth, and valued
  counsel will not be forgotten by those who were privileged to
  share in his life; and
         WHEREAS, He was a devoted husband, father, and
  grandfather, and his family and friends will continue to live
  with the cherished memories of his life and his many
  accomplishments; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 82nd
  Legislature, hereby extend sincere condolences to the bereaved
  family of John Baylor Van Vranken McKinney; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  his family as an expression of deepest sympathy from the Texas
  Senate, and that when the Senate adjourns this day, it do so in
  memory of John Baylor Van Vranken McKinney.
