| BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 18, Article VIII, Texas Constitution, is | ||
| amended by adding Subsection (c-1) to read as follows: | ||
| (c-1) An appraisal entity or the board of equalization for | ||
| an appraisal entity may not require a property owner to pay a fee in | ||
| connection with a protest filed by the owner with the board of an | ||
| action that the Legislature by general law authorizes to be the | ||
| subject of a protest. | ||
| SECTION 2. This proposed constitutional amendment shall be | ||
| submitted to the voters at an election to be held November 5, 2019. | ||
| The ballot shall be printed to provide for voting for or against the | ||
| proposition: "The constitutional amendment to prohibit an | ||
| appraisal district or the appraisal review board for an appraisal | ||
| district from requiring a property owner to pay a fee in connection | ||
| with a protest filed by the owner with the board. | ||
