| BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 1, Article VII, Texas Constitution, is | ||
| amended to read as follows: | ||
| Sec. 1. A general diffusion of knowledge being essential to | ||
| the preservation of the liberties and rights of the people, it shall | ||
| be the duty of the Legislature of the State to establish and make | ||
| suitable provision for the support and maintenance of an efficient | ||
| system of public free schools. The duty imposed by this section is | ||
| the sole prerogative of the Legislature. Notwithstanding the rights | ||
| and duties imposed by Article V of this constitution, the judicial | ||
| branch of the State has no authority to interfere or issue a | ||
| judgment or opinion on the actions of the Legislature implementing | ||
| this section. | ||
| SECTION 2. This proposed constitutional amendment shall be | ||
| submitted to the voters at an election to be held November 3, 2015. | ||
| The ballot shall be printed to permit voting for or against the | ||
| proposition: "The constitutional amendment providing for the | ||
| exclusive legislative duty to support and maintain an efficient | ||
| system of public free schools." | ||
