A JOINT RESOLUTION
  proposing a constitutional amendment to authorize the legislature
  to review and terminate an order issued by the governor during a
  state of disaster or emergency declared by the governor.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article III, Texas Constitution, is amended by
  adding Section 42 to read as follows:
         Sec. 42.  (a)  Notwithstanding Section 40 of this article,
  the legislature may review and terminate during a regular or
  special session an order issued by the governor during a state of
  disaster or emergency declared by the governor. The legislature may
  terminate the order by passage of a resolution approved by a
  majority vote of the members present in each house of the
  legislature. 
         (b)  A vote under Subsection (a) of this section is not
  subject to Section 15, Article IV, of this constitution.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 2, 2021.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment to authorize the
  legislature to review and terminate an order issued by the governor
  during a state of disaster or emergency declared by the governor."
