A JOINT RESOLUTION
  proposing a constitutional amendment requiring the provision of
  free textbooks to students attending private primary and secondary
  schools in this state.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 3(b), Article VII, Texas Constitution,
  is amended to read as follows:
         (b)  It shall be the duty of the State Board of Education to
  set aside a sufficient amount of available funds to provide free
  text books for the use of children attending the public free schools
  and private primary and secondary schools in [of] this State.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 8, 2011.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment requiring the
  provision of free textbooks to students attending private primary
  and secondary schools in this state."
