CONCURRENT RESOLUTION
         WHEREAS, Texas continues to experience population growth
  that increases the need for a definition of "native Texan"; now,
  therefore, be it
         RESOLVED, That the 87th Legislature of the State of Texas
  hereby define "native Texan" as anyone born in Texas and subject to
  its jurisdiction or anyone born outside of Texas to Texas
  residents, provided that the parents are in military service or
  return to the state with the child within 30 days of the child's
  birth and one or both of the parents lived in Texas for the purpose
  of taxation before and after the child was born.
