| WHEREAS, 19 school children were murdered and two teachers at | ||
| Robb Elementary in Uvalde, Texas on May 24, 2022, and | ||
| WHEREAS, hundreds of law enforcement officials, including at | ||
| least 91 Department of Public Safety (DPS) troopers and rangers, | ||
| waited 77 minutes before ending the slaughter of innocence while | ||
| children and teachers bled out on the floor of their classroom; and | ||
| WHEREAS, the failure to intercede on behalf of the injured | ||
| and mortally wounded may have led to the death of several children | ||
| and, at least, one teacher, and exacerbated the wounds of other | ||
| victims; and | ||
| WHEREAS, the failure on behalf of the law enforcement | ||
| officials, including DPS employees, to adequately and efficiently | ||
| care for the wounded may have further aggravated the injuries and | ||
| suffering of the victims; now, therefore, be it | ||
| RESOLVED, by the Legislature of the State of Texas, That a | ||
| student or teacher injured or killed during the attack on Robb | ||
| Elementary on May 24, 2022, with a claim based on the conduct or | ||
| negligence of a state employee is granted permission to sue the | ||
| State of Texas and any of its agencies, departments, bureaus, | ||
| boards, commissions, offices, councils, courts, and institutions | ||
| of higher education subject to Chapter 107, Civil Practice and | ||
| Remedies Code, for damages authorized by law. | ||
