| WHEREAS, The Legislature of the State of Texas is pleased to | ||
| recognize Justice Jack Carter, who recently retired from his | ||
| position as justice on the Sixth Court of Appeals; and | ||
| WHEREAS, Justice Carter was elected to the Sixth Court of | ||
| Appeals in 2002 after having served as district judge of the Fifth | ||
| Judicial District Court of Texas for more than two decades; and | ||
| WHEREAS, A graduate of The University of Texas School of Law, | ||
| Jack Carter entered into the private practice of law in 1967 in his | ||
| native Texarkana; he was appointed to serve as district judge in | ||
| 1981 and presided over thousands of cases involving family law, | ||
| criminal law, and general civil issues; and | ||
| WHEREAS, Over the course of his distinguished career as a | ||
| district judge, Justice Carter was a tireless supporter of | ||
| children; he was instrumental in the creation of the Northeast | ||
| Texas Court Appointed Special Advocates program, and he developed a | ||
| seminar for divorcing parents that focused on a child's | ||
| perspective; and | ||
| WHEREAS, As an appellate judge, he reviewed appeals of both | ||
| civil and criminal cases, and he wrote more than 1,000 opinions; he | ||
| was a coauthor of Texas Intermediate Sanctions Bench Manual, a | ||
| handbook for district judges; and | ||
| WHEREAS, Justice Carter is known for his fairness and | ||
| impartiality, his thorough knowledge of the law, and his passion | ||
| for serving the public; throughout his career he was respected and | ||
| admired by his judicial colleagues, and his presence as a justice on | ||
| the Sixth Court of Appeals will be greatly missed; now, therefore, | ||
| be it | ||
| RESOLVED, That the 84th Legislature of the State of Texas | ||
| hereby commend Justice Jack Carter on his exceptional service to | ||
| the people of Texas as a district judge and as a justice on the Sixth | ||
| Court of Appeals and extend to him best wishes for the future; and, | ||
| be it further | ||
| RESOLVED, That a copy of this resolution be prepared for | ||
| Justice Carter as an expression of high regard from the Texas | ||
| Legislature. | ||
