| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. The heading to Subchapter E, Chapter 228, | ||
| Transportation Code, is amended to read as follows: | ||
| SUBCHAPTER E. LIMITATION ON TOLL FACILITY DESIGNATION, TOLL | ||
| COLLECTION, LANE RESTRICTIONS, AND[ |

| STATE HIGHWAY | ||
| SECTION 2. Subchapter E, Chapter 228, Transportation Code, | ||
| is amended by adding Section 228.208 to read as follows: | ||
| Sec. 228.208. LANE RESTRICTIONS ON PORTION OF INTERSTATE | ||
| HIGHWAY 635 PROHIBITED. Notwithstanding any other provision of | ||
| this subtitle, the department may not place a lane restriction, | ||
| including charging a toll or implementing managed lanes, either | ||
| directly or indirectly through an agreement with another entity, on | ||
| the portion of Interstate Highway 635 between its intersection with | ||
| Interstate Highway 30 and its intersection with U.S. Highway 75. | ||
| SECTION 3. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2025. | ||
