A BILL TO BE ENTITLED
 
AN ACT
  relating to the establishment of a boil water notice alert system.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 341, Health and Safety
  Code, is amended by adding Section 341.043 to read as follows:
         Sec. 341.043.  BOIL WATER NOTICE ALERT SYSTEM. (a) The
  commission shall develop and implement an alert system to be
  activated in the event of a boil water notice and any related
  information, including any recission or expiration of the boil
  water notice.
         (b)  The alert system must include the ability to provide
  notifications through electronic instant messaging.
         (c)  The commission may adopt rules and procedures necessary
  to implement this section.
         SECTION 2.  As soon as practicable after the effective date
  of this Act, the Texas Commission on Environmental Quality shall
  establish the alert system required by Section 341.043, Health and
  Safety Code, as added by this Act.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2023.
