| relating to the territory of the Angelina and Neches River | ||
| Authority. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 8501.052, Special District Local Laws | ||
| Code, is amended by amending Subsection (a) and adding Subsection | ||
| (c) to read as follows: | ||
| (a) Except as provided by Subsection (b), the [ |
||
| authority is composed of all of the territory contained in the | ||
| watershed of the Neches River and its tributaries, including the | ||
| territory of the watershed in: | ||
| (1) Anderson County; | ||
| (2) Angelina County; | ||
| (3) Cherokee County; | ||
| (4) Henderson County; | ||
| (5) Houston County; | ||
| (6) Jasper County; | ||
| (7) Nacogdoches County; | ||
| (8) Newton County; | ||
| (9) Orange County; | ||
| (10) Polk County; | ||
| (11) Rusk County; | ||
| (12) Sabine County; | ||
| (13) San Augustine County; | ||
| (14) Shelby County; | ||
| (15) Smith County; | ||
| (16) Trinity County; and | ||
| (17) Van Zandt County | ||

| (c) A defect or irregularity in the boundary or an overlap | ||
| or conflict of the boundary with another authority or district does | ||
| not affect the authority's validity. | ||
| SECTION 2. (a) The legal notice of the intention to | ||
| introduce this Act, setting forth the general substance of this | ||
| Act, has been published as provided by law, and the notice and a | ||
| copy of this Act have been furnished to all persons, agencies, | ||
| officials, or entities to which they are required to be furnished | ||
| under Section 59, Article XVI, Texas Constitution, and Chapter 313, | ||
| Government Code. | ||
| (b) The governor, one of the required recipients, has | ||
| submitted the notice and Act to the Texas Commission on | ||
| Environmental Quality. | ||
| (c) The Texas Commission on Environmental Quality has filed | ||
| its recommendations relating to this Act with the governor, the | ||
| lieutenant governor, and the speaker of the house of | ||
| representatives within the required time. | ||
| (d) All requirements of the constitution and laws of this | ||
| state and the rules and procedures of the legislature with respect | ||
| to the notice, introduction, and passage of this Act are fulfilled | ||
| and accomplished. | ||
| SECTION 3. This Act takes effect September 1, 2025. | ||
